The most important task for the Polish Air Navigation Services Agency (PANSA) is to ensure safety and fluency of constantly growing air traffic in Polish airspace. But we also perfectly understands changes that are taking place in the modern day airspace.
... Implemented in March 2020 PansaUTM system is a foundation of the development of the U-Space concept which covers safe and effective integration of both manned and unmanned aircraft (UAV). This is the first and the only one in Europe operationally deployed system based on digital coordination of UAV flights and digital management of requests and clearances for such flights. It is worth to add that PansaUTM won in two categories of the ATM Awards 2020 organized by Air Traffic Management Magazine and Unmanned Airspace Magazine. PansaUTM won the Overall Excellence award for the 2020 ATM industry awards, and was ranked first in the ANSP UTM Projects category.

Signing of iNM, Letter of Intent between PANSA and Indra. The World ATM Congress 2021 in Madrid is the best opportunity to present the joint achievements of PANSA and Indra in the development of the iTEC system. PANSA is working hard to increase its contribution to the common goal of the iTEC system to unite Europe’s sky. In recent months the Polish Air Navigation Services Agency intensified works on the development of the iTEC P_21 PV2 system. The pace of work is constantly increasing – right now it is up to 2,000 hours of experts’ and engineers’ efforts per month. A significant progress in validating the PV2 version of the system is also a part of the preparations for the implementation of the next development version – iTEC P_21 PV3.

To ensure smooth civil-military cooperation, it is necessary to provide mutually satisfactory agreements between the Parties taking into account their specific requirements on airspace usage. They should concern all levels of airspace management: strategic, pre-tactical, and tactical. The lack of well-defined principles of cooperation at any of these levels will result in the other levels being less effective. Elements bringing benefits worth paying attention are: Strategic – Specific scenarios for the use of dedicated restricted airspace – RSA (fixed time/altitude/period of the year/additional procedures of activation), defined/agreed at a strategic level and published in AIP. Goal: a compromise between GAT traffic flows and the RSA user requirements.

Traffic is recovering. But centralised analyses and forecasts are still taking a helicopter view of the market – averaging out demand percentages across a wide geographic area which cannot be used for operational planning at a centre level. Traffic recovery is highly volatile and often concentrated. Neighbouring ATC centres (ACCs) are witnessing a wild mixture of peaks and troughs; some sectors are already at their capacity limit while others nearby are unusally quiet.

Panelists will discuss their experiences of market fluctuations at an ACC level. They will examine strategies for handling traffic demand volatility (peaks, location, season etc.) in the context of a fall in demand and a performance system built around averaged, high-level forecasts. They will highlight the concrete impacts of forecast volatility on staff planning and infrastructure investments.

Climate change is one of the biggest long-term challenges facing Europe. The new European Commission declared it a top priority in 2019, and set a target for the EU to reach carbon neutrality by 2050. With this, the environmental impact of aviation assumed a high profile. And despite the fall in traffic caused by the current crisis, there is no escaping the fact that aviation has to find a way to decarbonise. This is not only a political requirement, but also an existential question for the whole industry.
